I currently have a 5-year engineering visa and relatively higher than average income. Assuming I’m keeping my income level (or hopefully increase it), what are the chances of me getting another 5-year when I renew it?
Next, what are the chances that my current dependent can change her visa to allow part-time work? Currently she’s on dependent visa

Both easy.
>what are the chances of me getting another 5-year when I renew it?
How long is a piece of string?
Answer is no one can really say. But based on what you wrote chances are probably quite high you will get another 5 year

Dependent visa can work part time. Your dependent just needs to apply for the permission to work up to 28 hours per week at immigration
(Keep in mind they should remain what immigration deem as financially dependent on you, so a good guideline is to also ensure they don’t exceed or expect to exceed ¥1.3 million per year in income)
If you currently have a 5 there is a high chance you’ll get another 5, but it’s not guaranteed. There have been instances of people going from 5>1 and vice versa. The criteria is generally not known besides educated guesses.
If you got a 5-year visa, unless something has changed radically, another 5-year visa is a near certainty.
Chances are high you’ll get another 5Y if there are no material changes to your application (job, etc).
If there are any changes at all, I’m to understand they will evaluate the application carefully, then toss darts to determine the number of years you get.
