Trouble(?) in relationships with Japanese higher-ups

I have a question about dealing with higher ups at the relatively lax Japanese company that I work for.
Although I don’t hesitate much to talk to those in a similar position to me or help relieve stress of newcomers, I tend to find them quite difficult to talk to. I feel like I don’t understand what they want from me. When I greet them, they sometimes don’t greet back. They don’t ask many questions in general, which to an extent, can be a good thing. However, when there is trouble, they usually leave me and other coworkers directly under them in the dark until it evolves into a bigger issue.

Basically, I’d be glad if you guys had any advice on:
1. Should I be the one to take the initiative in conversation with my higher ups even if I feel like I’m annoying them by stealing their time? Do they want that?
2. Is there any reason that they would be so distant and sometimes rude?
