you can put money into bank account and spend less than you earn – you will be saving.
if you mean a account with any kind of significant interest rates, those don’t exist in Japan.
I highly doubt the 0.1% interest will help you if you spend more than you earn. Please take some time and consider checking the resources over at r/japanfinance

Work on an emergency fund, about 3-6 months worth of your monthly bare minimum expenses (rent, utilities, food).
Put it in a normal account, so you can access it any time.
As for how you get there: spend less than you make, try to maximize your income, etc.
